46 KCP-PWG Militants Surrender in Manipur, Hand Over 28 Weapons Under Centre's Rehabilitation Scheme

In a significant breakthrough for peace efforts in Northeast India, 46 insurgents belonging to the banned Kangleipak Communist Party (People's War Group) (KCP-PWG) surrendered before the Manipur Government on Tuesday, laying down arms under the Centre's Revised Surrender-cum-Rehabilitation Scheme for Militants in the North Eastern States, 2018.

The surrender took place during the "Home Coming Ceremony", organised by the Manipur Home Department at the headquarters of the Inspector General, Assam Rifles (South) in Mantripukhri, Imphal West. Along with ending their underground activities, the cadres deposited 28 firearms, explosives, ammunition and communication equipment, marking one of the largest recent voluntary surrenders in the state.

Major Cache of Assault Rifles, Explosives and Ammunition Recovered

According to the Ministry of Defence, the surrendered militants handed over an extensive arsenal that included:

  • Three AK-series rifles

  • Four AK-56 assault rifles

  • One INSAS Ex-Calibur rifle

  • One Self-Loading Rifle (SLR)

  • One 9mm carbine

  • Three .303 rifles

  • One RPG launcher

  • Two 9mm pistols

  • One 7.65mm pistol

  • Two double-barrel guns

  • Nine single-barrel firearms

Security agencies also recovered 16 magazines, nine RPG shells, 23 hand grenades, 40 electric detonators, six No. 27 detonators, 300 blasting caps, seven Improvised Explosive Devices (IEDs) weighing nearly 15 kg, seven communication devices and 342 live rounds of ammunition.

₹4 Lakh Assistance and Monthly Stipend for Surrendered Cadres

The former militants surrendered before Chief Minister Yumnam Khemchand Singh and enrolled under the Central Government's rehabilitation programme.

As part of the package, each surrendered cadre will receive:

  • ₹4 lakh as one-time financial assistance, deposited in a fixed account for three years.

  • ₹6,000 monthly stipend during the rehabilitation period.

  • Additional incentives for surrendered weapons.

  • Three years of vocational training and skill development at rehabilitation centres to facilitate their return to mainstream society.

The programme aims to provide economic stability and long-term employment opportunities for former insurgents.

Joint Security Operation Behind the Successful Surrender

The Manipur Government stated that the surrender became possible through coordinated efforts by the:

  • Manipur Police

  • Assam Rifles

  • Indian Army

  • Central Reserve Police Force (CRPF)

  • Border Security Force (BSF)

  • Indo-Tibetan Border Police (ITBP)

Authorities said security agencies will continue outreach efforts to encourage more underground militants to abandon violence and join the democratic process.

Chief Minister Calls It a Milestone for Lasting Peace

Chief Minister Yumnam Khemchand Singh described the mass surrender as an encouraging step toward restoring peace and stability in Manipur.

He recalled that the state had enjoyed communal harmony before the ethnic violence that erupted on May 3, 2023, adding that nearly 1,200 looted weapons during the conflict had seriously affected law and order.

The Chief Minister stressed that violence and armed movements cannot build a prosperous society and reiterated that dialogue, mutual trust, cooperation and peaceful coexistence remain the only sustainable path to development.

He also praised the dedication of the Manipur Police and Central Armed Police Forces for protecting civilians and displaced families during the prolonged unrest.

DGP: Peace Needs Rehabilitation Along With Security Operations

Director General of Police Mukesh Singh said lasting peace cannot be achieved through security operations alone.

He revealed that 851 insurgents have surrendered under the rehabilitation policy since its launch, with many already completing the programme and successfully returning to civilian life.

According to the DGP, strengthening rehabilitation initiatives has become a key strategy in reducing insurgency across Manipur.

Centre Targets Insurgency-Free Northeast by 2029

The latest surrender comes as the Central Government intensifies its campaign to eliminate insurgency across the Northeast.

Union Home Minister Amit Shah has announced the government's goal of making the entire Northeast insurgency-free by 2029, combining robust security operations with rehabilitation, development and peace-building initiatives.
