Four Assam Police personnel have been placed under suspension following an incident in Silchar where an ambulance carrying a patient was stopped while Chief Minister Himanta Biswa Sarma’s convoy passed through the area.
The action was taken in Cachar district after a video showing the ambulance waiting during the movement of the chief minister’s convoy surfaced and drew attention to the handling of emergency traffic during VIP movement.
The incident took place on Wednesday, September 30, when Sarma was in Silchar for a one-day programme ahead of the October 3 municipal elections. The ambulance was reportedly halted near the Ramnagar ISBT area as the chief minister’s convoy moved along the route.
Himanta Biswa Sarma Apologises to Patient and Family
Responding to the incident, Assam Chief Minister Himanta Biswa Sarma publicly apologised to the patient and the family.
In a post on X, Sarma said that an ambulance should not be stopped to facilitate the movement of his convoy and stressed that emergency medical care must take priority. He also ordered an inquiry into why his existing instructions regarding VIP movement were not followed.
Sarma said he had previously directed officials to ensure that movement of the chief minister’s convoy does not inconvenience ordinary citizens or interfere with emergency services.
He further directed the concerned authorities to take firm action against those responsible and said that instructions governing the CM convoy would be enforced strictly.
Four Cachar Police Personnel Suspended
Following the incident, Cachar Senior Superintendent of Police Partha Protim Das ordered the immediate suspension of four personnel pending a departmental enquiry.
The suspended personnel have been identified as:
- SI Bijoy Goswami, in-charge of Srikona Police Post under Silchar Police Station
- SI Sibsankar Das, attached to the N.H. Way Police Post
- LNK Jahurul Islam, of Katigorah Police Station
- LNK Kawsar Ahmed Barbhuiya, of the Silchar Traffic Branch
The suspension relates to alleged negligence in traffic and route-lining duties during the movement of the chief minister’s convoy.
Police Personnel Directed to Report to Reserve
According to the suspension order, the four personnel have been instructed to report immediately to the Police Reserve in Silchar.
They have also been directed to surrender their government-issued kits, attend daily roll call and remain at headquarters unless they receive the required permission to leave.

The suspension will remain effective until further orders. During the period, the personnel will continue to receive admissible subsistence allowances in accordance with applicable service rules.
Ambulance Movement Puts VIP Convoy Protocol Under Scrutiny
The Silchar incident has again brought attention to the management of VIP convoy routes when emergency vehicles are present.
An ambulance carrying a patient requires uninterrupted passage, and the incident has prompted questions about how traffic restrictions associated with VIP movements are implemented on the ground.
The Assam administration has now ordered an inquiry, while the suspension of the four police personnel represents immediate departmental action over the reported traffic-duty lapse.
The development is also significant because the chief minister himself publicly acknowledged the incident, apologised to the affected family and directed officials to investigate the failure to follow his instructions.
The departmental enquiry is expected to establish the circumstances surrounding the ambulance stoppage and determine responsibility for the traffic-management lapse.
