Assam Debt Climbs Above ₹1.61 Lakh Crore, Rising More Than 4.5 Times in 10 Years

Assam's outstanding debt has expanded dramatically over the last decade, reaching ₹1.61 lakh crore by the end of the 2024-25 financial year. The figures, tabled in the Assam Legislative Assembly on Tuesday, indicate that the state's total liabilities have increased by more than four-and-a-half times since 2016.

The financial data was disclosed by Finance Minister Jayanta Malla Baruah in a written reply to questions raised by Opposition legislators during the Assembly session.

Debt Increased From ₹35,690 Crore in 2016

According to the minister, Assam's total outstanding debt stood at ₹35,690 crore on March 31, 2016. Based on the latest figures received from the Accountant General, the state's liabilities rose sharply to ₹1,61,761 crore as of March 31, 2025.

The substantial increase reflects the state's growing borrowing commitments over the past ten years.

Interest-Free Loans Form Part of Total Liabilities

Clarifying the composition of the debt, Jayanta Malla Baruah informed the House that ₹18,582 crore of the total liabilities comprises interest-free loans carrying a repayment period of 50 years.

After excluding these long-term interest-free borrowings, Assam's interest-bearing debt stands at ₹1,43,179 crore, he said.

Assam Paid Nearly ₹9,468 Crore as Interest in FY2024-25

The Finance Minister further revealed that the Assam government paid ₹9,467.75 crore towards interest on loans during the 2024-25 financial year. The payments were made to various financial institutions and lending agencies servicing the state's borrowings.

Opposition Sought Detailed Debt Information

The debt figures were presented in response to queries from Opposition MLAs seeking a detailed account of Assam's outstanding borrowings, repayment obligations and overall financial liabilities.

The latest disclosure provides a comprehensive snapshot of the state's fiscal position and debt management as Assam continues to finance infrastructure development, welfare schemes and public investment through borrowings.
