Assam Mission Basundhara 4: State To Launch First Land Resurvey In More Than 60 Years

Assam government is preparing to launch Mission Basundhara 4, an ambitious land governance programme that will transform the state's land administration through advanced satellite-based surveying, complete digitisation of land records and technology-driven public services.

Chief Minister Himanta Biswa Sarma announced that the fourth phase of the flagship initiative will officially commence on December 25, marking Assam's first comprehensive land resurvey since the 1960s.

18,000 Villages To Be Surveyed Using GNSS Technology

The state-wide exercise will span nearly 18,000 villages over the next four years. Authorities will deploy Global Navigation Satellite System (GNSS) technology to conduct highly accurate scientific land surveys, ensuring that official records precisely match ground realities.

The government believes the project will eliminate long-standing inconsistencies in land ownership records while laying the foundation for a transparent, technology-enabled land management system.

Mission Basundhara 4 To Modernise Land Administration

Sharing the announcement on X, Chief Minister Sarma said land reforms remain crucial to protecting Assam's vision of "Jati, Mati and Bheti"—representing the state's identity, land and heritage.

He also revealed that senior officials reviewed three key programmes—Project JORIP, Project ASOM and Project MATI—which will collectively drive the implementation of Mission Basundhara 4.

According to the Chief Minister, the initiative will strengthen governance through scientific surveys, digital land records and citizen-friendly administrative reforms.

Complete Digitisation Of Land Records Planned

Besides conducting a fresh land survey, the Assam government aims to achieve 100 percent digitisation of land records under Mission Basundhara 4.

The digital transformation is expected to improve transparency, reduce disputes and provide faster access to verified land information for citizens.

GIS-Based Property Valuation System On The Cards

A major feature of the programme is the introduction of a Geographic Information System (GIS)-based scientific land valuation model.

Officials say the new mechanism will ensure greater consistency, fairness and transparency in property valuation across Assam while supporting future urban planning and infrastructure development.

Faster And Simpler Land Registration Services

The government also plans to simplify land registration by adopting a citizen-centric digital framework. The proposed reforms aim to make property transactions quicker, more reliable and more transparent through technology-enabled services.

Mission Basundhara Continues Assam's Digital Governance Push

Mission Basundhara has emerged as one of Assam's flagship governance initiatives for resolving land-related issues through administrative reforms and digital technology.

The fourth phase is expected to significantly strengthen land administration by integrating advanced surveying techniques, GIS-based valuation, digital databases and simplified registration procedures across the state.
