The Cockroach Janata Party (CJP) on Friday intensified its campaign against Chief Election Commissioner Gyanesh Kumar, holding a protest at Mumbai’s Shivaji Park and demanding his resignation over allegations surrounding the revision of electoral rolls.
The demonstration on October 2, Gandhi Jayanti, marked the beginning of a wider agitation announced by CJP founder Abhijeet Dipke. The organisation has indicated that its campaign will subsequently move to other cities before culminating in a larger protest at Jantar Mantar in New Delhi.
The Mumbai protest comes amid a broader political dispute over the Election Commission’s Special Intensive Revision (SIR) of electoral rolls. Opposition leaders and activist groups have raised allegations about the process, while the Election Commission has maintained that differences of opinion within an institution are part of normal deliberations and that its decisions have followed the applicable legal process.
CJP Demands Gyanesh Kumar’s Resignation
At the centre of Friday’s demonstration was the CJP’s demand that Chief Election Commissioner Gyanesh Kumar step down.
The party has also raised wider questions about the functioning of the Election Commission and called for changes concerning the electoral-roll revision process and the appointment of election commissioners. Dipke had earlier said that the agitation would continue until Kumar resigned.
The Mumbai campaign follows increasing scrutiny of the SIR exercise and reports about disagreements among Election Commission officials over certain decisions connected with electoral-roll revisions. The Commission, however, has rejected suggestions that such differences indicate a breakdown in its functioning.
Why CJP Chose Mumbai on Gandhi Jayanti
The choice of Mumbai and October 2 carries particular significance for the CJP.
Dipke has linked the protest to Mahatma Gandhi and his legacy of peaceful civil resistance. Protesters at Shivaji Park used Gandhi-themed symbolism during the demonstration, with the occasion coinciding with Gandhi Jayanti.
The CJP founder has previously invoked Gandhi, BR Ambedkar and Jawaharlal Nehru while describing their respective contributions to India's political and constitutional history.
The organisation's Mumbai action is being presented as the opening stage of a broader national campaign rather than an isolated city protest. Reports indicate that CJP plans demonstrations in cities including Goa, Bengaluru and Kolkata before returning to Delhi.
Mumbai Police Had Earlier Denied Protest Permission
A key development surrounding the demonstration was the Mumbai Police decision to deny permission for the proposed gathering at Shivaji Park.
Police cited restrictions governing the use of the ground, along with concerns relating to noise, traffic congestion and possible disruption in the surrounding area, including access to hospitals. The authorities also referred to requirements concerning permission for use of the venue.
Despite the denial, Dipke announced that the CJP would proceed with its planned agitation and described it as a “Jail Bharo Andolan”.
The issue subsequently became part of the political messaging surrounding the protest, with CJP leaders arguing that restrictions should not prevent citizens from exercising their right to demonstrate.
Rahul Gandhi Backs Protesters’ Constitutional Right
Congress leader and Leader of Opposition in the Lok Sabha Rahul Gandhi also commented on the protests on October 2.
In a post on X, Gandhi said young people were protesting peacefully against what he described as “vote theft” and demanded the resignation of Gyanesh Kumar. He framed the demonstrations as an exercise of constitutional rights and called for democracy to be protected.
Gandhi's comments came amid a wider opposition campaign over alleged irregularities in electoral-roll revisions. The allegations remain politically contested, with the Election Commission maintaining that the electoral process and its decisions are governed by established legal procedures.
CJP Revives Momentum After Earlier Delhi Agitation
The Mumbai protest also follows the CJP's earlier agitation at Jantar Mantar in Delhi over the NEET-UG paper-leak controversy.

That protest lasted 36 days and ended in July after Union Education Minister Dharmendra Pradhan resigned. The CJP subsequently withdrew its agitation after the resignation and government assurances concerning some of its demands.
The organisation is now seeking to build another campaign around electoral-roll revision and the Election Commission.
CJP Alleges BJP Wants ‘One Country, One Party’
During the current campaign, Dipke has also criticised the BJP's political agenda.
He has alleged that the phrase “one country, one election” masks what he claims is a broader objective of creating a “one country, one party” political system.
This is an allegation made by the CJP founder and should be understood as his political claim rather than an established fact.
The BJP and the Election Commission have faced mounting criticism from opposition parties over the SIR controversy, while the Election Commission has defended the legality and institutional process behind its decisions.
CJP Plans Further Protests Across India
The Mumbai demonstration is expected to be followed by protests in other parts of the country.
CJP leaders have mentioned cities including Goa, Bengaluru and Kolkata as part of the next phase of their campaign, with Jantar Mantar in Delhi identified as the eventual focal point.
The protests have placed the CJP's demand for Gyanesh Kumar's resignation alongside the wider national debate over voter-list revision, electoral transparency and the functioning of the Election Commission.
The developments are part of an ongoing political dispute. Allegations made by protesters and opposition leaders concerning electoral-roll manipulation have not been established as facts, while the Election Commission has rejected claims of institutional wrongdoing.
