Mizoram Congress Demands Special Assembly Session to Oppose FCRA Amendment Bill

The Mizoram Pradesh Congress Committee (MPCC) has intensified its opposition to the proposed Foreign Contribution (Regulation) (FCRA)Amendment Bill, urging the state government to convene a special session of the Mizoram Legislative Assembly and adopt an official resolution rejecting the proposed legislation. The demand comes amid growing concerns that the Bill could significantly affect Christian organisations and non-governmental organisations (NGOs) operating in the Christian-majority northeastern state. 

MPCC Urges Chief Minister Lalduhoma to Take Political Leadership

Addressing a press conference in Aizawl, MPCC General Secretary Lalbiakzama said Chief Minister Lalduhoma should personally lead the state's opposition to the proposed amendment instead of leaving the responsibility solely to church organisations.

While welcoming the recent meeting between the Chief Minister and church leaders, Lalbiakzama maintained that the state government must officially represent the people's concerns before the Centre. 

Concerns Over Proposed FCRA Amendment Bill

The proposed Foreign Contribution (Regulation) Amendment Bill was introduced during the Budget Session of Parliament and is expected to be considered during the ongoing Monsoon Session.

Several organisations in Mizoram fear the proposed legislation could impose stricter regulations on foreign funding received by Christian institutions, churches and charitable NGOs. Critics argue that the Bill, in its present form, may adversely affect the functioning of social service and faith-based organisations in the state. 

Congress Demands Special Assembly Resolution

The opposition Congress has demanded that the Mizoram government immediately convene a special Assembly session to pass a formal resolution opposing the proposed amendment.

The party has also urged Chief Minister Lalduhoma to head a delegation comprising church leaders, political parties and civil society organisations to New Delhi to present the state's objections directly to the Central Government.

Additionally, the MPCC appealed to Mizoram's Lok Sabha and Rajya Sabha MPs to actively participate in the parliamentary debate and vote against the Bill if it comes up for passage. 

Congress Recalls 'Black Day' Protest

The Congress also referred to its statewide "Black Day" protest observed on July 21, during which it alleged that the proposed amendment could restrict the activities of Christian organisations receiving foreign contributions.

The party further expressed concern over other proposed legislative measures, including discussions relating to the mandatory singing or standing for "Vande Mataram" at official functions, arguing that certain provisions could have implications for religious freedom guaranteed under the Constitution. 

Political Significance

Mizoram sends one Member each to the Lok Sabha and Rajya Sabha. Both parliamentarians belong to the ruling Zoram People's Movement (ZPM), which is not aligned with either the BJP-led NDA or the Congress-led INDIA bloc.

The controversy surrounding the proposed FCRA Amendment Bill has emerged as a major political issue in Mizoram, with both political parties and church organisations seeking greater safeguards for minority institutions and charitable organisations.
