Nagaland Govt Plans Special Assembly Session To Pass FNTA Law, Seeks Rs 10,000 Crore Package

The Nagaland Government has taken a significant step towards establishing the Frontier Nagaland Territorial Authority (FNTA) by deciding to convene a special session of the State Assembly to enact the required legislation. The Cabinet has also resolved to seek approval from the Central Government to grant legislative powers to the proposed authority, marking a crucial development in the long-pending Frontier Nagaland issue.
The decision was taken during an emergency Cabinet meeting chaired by Chief Minister Neiphiu Rio, attended by members of the Eastern Nagaland Legislators' Union (ENLU) and senior government officials. The meeting focused on accelerating the implementation of the Memorandum of Agreement (MoA) signed earlier this year.
Cabinet Demands Rs 10,000 Crore Development Package
Apart from legislative measures, the Nagaland Cabinet has unanimously decided to urge the Centre to double the proposed development package for Eastern Nagaland from Rs 5,000 crore to Rs 10,000 crore.
The enhanced financial assistance is expected to strengthen infrastructure, healthcare, education, road connectivity, employment generation and overall socio-economic development across the eastern districts.
Why The FNTA Is Important
The Frontier Nagaland Territorial Authority is being proposed to provide greater administrative autonomy to the six eastern districts of Nagaland. The initiative follows decades of demands by the Eastern Nagaland People's Organisation (ENPO) for better governance, equitable development and increased participation in decision-making.

The MoA establishing the framework for the FNTA was signed on February 5 by the Government of India, the Nagaland Government and the ENPO.
Government Seeks Legislative Powers For FNTA
According to the Home Department, the proposed legislation will include provisions enabling the FNTA to exercise legislative authority over transferred departments and subjects within its jurisdiction.
However, the government clarified that these powers will only be incorporated after consultations with the Ministry of Home Affairs (MHA) and in full compliance with the Constitution of India.
Earlier FNTA Bill Was Deferred
Officials said that the FNTA Bill had already been introduced during the Budget Session of the Nagaland Assembly. However, its passage was postponed after the Ministry of Home Affairs indicated that constitutional issues relating to legislative powers for the proposed authority were still under examination.
The state government is now preparing to move forward once the Centre provides the necessary guidance and approval.
Article 371(A) Safeguards Remain Unchanged
The Cabinet also reiterated that the constitutional protections available to Nagaland under Article 371(A) remain inviolable.
The government emphasized that the establishment of the FNTA would not dilute or alter these special constitutional safeguards, which protect Nagaland's customary laws, traditions and ownership of land and natural resources.
Chief Minister Neiphiu Rio To Meet Centre
To expedite the process, Chief Minister Neiphiu Rio, accompanied by ENLU representatives, will travel to New Delhi to hold discussions with the Central Government. The delegation will seek advice, approval and policy support for granting legislative powers to the Frontier Nagaland Territorial Authority.
ENPO Announces July 10 Protest
Meanwhile, the Eastern Nagaland People's Organisation (ENPO) has announced a public rally and shutdown across the eastern districts on July 10, expressing dissatisfaction over delays in implementing the MoA.

The Nagaland Government has appealed to the organisation to reconsider its protest, assuring stakeholders that concrete steps are now being taken to operationalise the FNTA at the earliest.
