PM Modi, Xi Jinping Meet at SCO Summit; Modi Warns Against Terrorism

Prime Minister Narendra Modi and Chinese President Xi Jinping briefly interacted during the Shanghai Cooperation Organisation (SCO) Summit in Bishkek, Kyrgyzstan, on Tuesday, in an unscheduled encounter that drew attention at the gathering of regional leaders.
Modi and Xi were seen exchanging a handshake and speaking briefly as leaders assembled for the formal group photograph. No separate bilateral meeting between the Indian and Chinese leaders had been scheduled at the time of the interaction.
Russian President Vladimir Putin was also among the prominent leaders attending the SCO gathering in Bishkek.
PM Modi Calls for Joint Fight Against Terrorism
Addressing the 26th SCO Summit, Prime Minister Modi placed terrorism high on India's security agenda and urged member states to adopt a united approach against the threat.
Modi stressed that the international response to terrorism cannot be limited to action against individual attackers or a simple cycle of attack and retaliation. Instead, he called for dismantling the wider infrastructure that enables terrorist organisations to operate.

The Prime Minister's remarks included a strong warning against selective approaches to counterterrorism. He argued that SCO members must maintain a common position and reject any double standards while dealing with terrorism.
Terror Funding, Recruitment and Safe Havens Under Focus
Modi highlighted several components of the broader terror ecosystem that need to be addressed, including terrorist financing, recruitment, radicalisation and safe havens.
According to the Prime Minister, coordinated international action is necessary to prevent terrorist groups from obtaining financial resources, recruiting new members and exploiting locations where they can operate with impunity.
His comments came in the presence of Pakistan Prime Minister Shehbaz Sharif, adding significance to India's repeated demand for a consistent international response to terrorism.
India Pushes for a Unified SCO Position
The Indian position at the SCO Summit centres on collective security and stronger cooperation against terrorism and extremism. New Delhi has repeatedly maintained that terrorism in all forms should be opposed without political exceptions.
The Bishkek summit brings together leaders from the SCO member states for discussions covering security, connectivity and regional cooperation. Modi's intervention places counterterrorism among the key issues India wants the grouping to address collectively.
