Manipur Violence: SC Constitutes Committee To Look Into Relief, Rehabilitation

 A hearing was held in the Supreme Court on Monday (August 7) ​​regarding the case of Manipur violence. 

The court has formed a committee of former judges to oversee the relief and rehabilitation work. 

Along with this, a former officer has been appointed to supervise the CBI investigation.

CJI (CJI) DY Chandrachud ordered that the CBI investigation will be supervised by former Mumbai Police Commissioner Dattatreya Patsalgikar. 

The CJI said that a committee of 3 former High Court judges should be formed to give suggestions on relief and rehabilitation.

 In which Geeta Mittal, Shalini Joshi and Asha Menon will be included. It will be headed by former High Court judge Geeta Mittal. 

Earlier during the hearing, Attorney General Venkataramani said that 6500 FIRs have been classified and made available to the court. We need to look at the matter very maturely. We have suggested formation of various types of SITs.

He said that the SIT probing the murder cases would be headed by an SP rank officer. SIT will be formed under the leadership of a senior woman officer to investigate cases of misbehavior with women. Similarly there are other SITs. DIG will take report from them. DGP will also review every 15 days. 

The attorney said that 6 SITs will be formed in every district more affected by violence. Solicitor General Tushar Mehta told the Supreme Court that the 11 cases which were earlier handed over to the CBI, will be investigated by the CBI only. Women officers of CBI will also be involved in the investigation of cases related to women. 

During the hearing, Senior Advocate Indira Jaising said that an SIT should be formed under the supervision of the Supreme Court. A high-level commission of women social workers should also be formed to talk to the aggrieved women. People are unable to take the dead body. 

On this, the attorney said that he is being stopped by vested interests, so that the government can be called a failure. There is a deliberate attempt to keep the situation complicated. At the same time, the solicitor said that an incident had happened two days back as well. Every time some incident happens before the hearing of the Supreme Court.

The solicitor said that he cannot say whether it is really a coincidence. I request you to trust the state government. Also, if you are forming a high power committee, keep former judges in it, not social workers. 

On this the CJI said that it is our endeavor to increase the confidence of the people. We are considering to form a committee of 3 former High Court judges who will look after the work of relief and rehabilitation. The committee of former judges will be headed by former Jammu and Kashmir High Court judge Gita Mittal, two other members will be Justice Shalini Joshi and Asha Menon. 

CJI DY Chandrachud further said that 11 FIRs have been transferred to CBI, we will not interfere in that, but we will direct that at least 5 officers in the CBI team should be of the rank of Deputy SP or SP. These officers should be from the police of other states, but can talk to the local people in Hindi. The CBI investigation will be supervised by former Mumbai Police Commissioner Dattatreya Patsalgikar. 

He said that the state government has talked about making 42 SITs. We want that every SIT should have at least one inspector as a member, who will be from the police of another state. There should be 6 officers of DAG rank from other states, who would supervise the work of 42 SITs.
