“State Facing Fund Constraints” Tripura CM In NEC Meeting. Demands More Fund

Tripura Chief Minister Biplab Kr Deb made an empathic appeal to Union Home Minister Amit Shah to compensate the revenue shortfall through additional revenue gap grant to revenue deficit states including Tripura. “It has been observed that there is an additional gap in shortfall in normal devolution to the tune of Rs 2636 crore in share of Central Texas in 2020-21 FY because of short collection of GST, etc. The Centre should consider compensating through additional revenue gap grant” he said. CM was delivering a speech at the 69th plenary session of the North Eastern Council in Shillong. Deb said the state is facing fund constraints in implementation of the centrally sponsored schemes under Central Assistance to State Plan CASP, with 90:10 funding pattern due to the State’s inability to meet the 10% share. Consequently many programs undr CSS do not get implemented, resulting in not only the state losing out but also the Central Ministers not being able to spend the required 10% of their budgetary outlay for the NE region. In his seven page speech the CM also sounded concern over the poor fund flow to the state from NEC. “Based on the release made during the last 5 years (2016-17 to 2020-21) it has been observed that the share of Tripura over these years has been only 5.71%. It’s indeed an area of concern for our state. It’s required to adhere to providing 12 percent share ot Tripura” he added.
