Parliament Monsoon Session From July 20 to August 13: Govt to Push Key Constitutional Amendment Bills

India's Monsoon Session of Parliament (Sansad) is scheduled to begin on July 20 and continue until August 13, setting the stage for one of the most politically significant legislative sessions of the year. Union Parliamentary Affairs Minister Kiren Rijiju confirmed the schedule, while both the ruling NDA and Opposition parties prepare for intense debates over constitutional reforms and several high-profile national issues.

The session is expected to witness heated discussions on governance, electoral reforms, economic challenges, and accountability, making it a closely watched event across the country.

Government to Reintroduce Key Constitutional Amendment Bills

Among the government's top legislative priorities is the reintroduction of the 131st Constitutional Amendment Bill, focusing on women's reservation and delimitation. The revised proposal is expected to include provisions for increasing the strength of the Lok Sabha and State Legislative Assemblies by nearly 50 percent, a move that could significantly reshape India's electoral landscape.

Another major proposal likely to dominate Parliament is the 130th Constitutional Amendment Bill, which seeks to automatically remove the Prime Minister, Chief Ministers, and ministers from office if they remain in judicial custody for 30 consecutive days in serious criminal cases.

Since constitutional amendment bills require a special majority in Parliament, the NDA's parliamentary strength is expected to play a crucial role in determining whether these landmark reforms become law.

Opposition Raises Concerns Over Proposed Law

Opposition parties have expressed serious reservations regarding the proposed 130th Constitutional Amendment. They argue that such a law could potentially be misused through politically motivated arrests before any judicial conviction, thereby threatening democratic norms, federalism, and the principle of natural justice.

Several Opposition leaders believe that non-NDA ruled states, along with Jammu & Kashmir, could face greater political vulnerability if the legislation is enacted in its present form.

The Centre, however, maintains that elected representatives who remain in prolonged judicial custody should not continue exercising executive authority, arguing that the proposal would strengthen transparency, ethics, and public confidence in governance.

Several High-Impact Bills Expected During Session

Apart from constitutional amendments, the government is also expected to introduce legislation on:

  • One Nation One Election
  • Foreign Contribution Regulation (FCRA) amendments
  • Education sector reforms
  • Anti-doping legislation
  • Corporate law reforms
  • Expansion of judicial infrastructure

These bills are expected to generate extensive debate across both Houses of Parliament.

Opposition to Corner Government on Multiple National Issues

The Opposition has indicated that it will aggressively raise several politically sensitive matters, including:

  • NEET examination paper leak
  • Alleged theft of Ram Temple donations
  • Rising inflation
  • Unemployment
  • Increasing fuel prices
  • Allegations of political engineering in regional party splits

These issues are expected to fuel repeated confrontations during the session.

Political Significance of the Monsoon Session

Political observers believe the 2026 Monsoon Session could become one of the most consequential parliamentary sittings in recent years. With constitutional amendments, electoral reforms, governance issues and economic concerns all on the agenda, Parliament is expected to witness prolonged debates, sharp exchanges and significant legislative developments.
