After QUAD, BRICS Condemned The Pahalgam Attack

At the 17th BRICS Summit held in Rio de Janeiro, Brazil on Sunday, member countries issued a 31-page and 126-point joint declaration. It condemned the Pahalgam terror attack and the Israeli attack on Iran.
Earlier on July 1, the Pahalgam attack was condemned in the meeting of foreign ministers of the QUAD group comprising India, America, Japan and Australia.
Prime Minister Narendra Modi said in this summit that the Pahalgam terrorist attack is not just an attack on India but on the entire humanity. Condemnation of terrorism should be our principle, not a convenience. Along with this, he raised the demand for a new world order.
PM said, 'Global institutions created in the 20th century are unable to deal with the challenges of the 21st century. In the era of AI, technology is updated every week, but a global institution is not updated even once in 80 years. 20th century typewriters cannot run 21st century software.'
Important points of PM Modi's address in BRICS
1. The real strength of BRICS is its diversity
PM Modi said that the different thinking of the BRICS countries and their trust in the multipolar world is its biggest strength.
2. The New Development Bank (NDB) should invest wisely
He said that the bank should invest money only in those projects which are necessary, have long term benefits and which will maintain the credibility of the bank.
3. Suggestion to create a common platform for science and research
PM Modi proposed to create a BRICS research centre where all the countries can work together on science and technology.
4. Resources should not be misused
Modi said that no country has the right to use any resource only for its own benefit or as a weapon.
5. Control over digital content is necessary
He said that we should create a system that tells us whether any digital information is genuine or not, where it came from, and that it should not be misused.
6. AI Impact Summit to be held in India
PM Modi said that India will soon hold a major conference on Artificial Intelligence (AI), in which its challenges and good uses will be discussed.
Key points of the joint declaration of BRICS countries...
New members and partner countries : Indonesia was made a full member of BRICS. Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Vietnam, Uganda, and Uzbekistan were included as BRICS partner countries.
Role of India and Brazil in the United Nations: China and Russia supported a greater role for India and Brazil in the United Nations, especially in the Security Council (UNSC).
Climate Change and COP30: BRICS countries committed to the success of COP30, which will help implement the UNFCCC and the Paris Agreement. India's candidature to host COP33 in 2028 was welcomed.
BRICS Chairmanship: Brazil's chairmanship for 2025 was commended. India was supported to assume the BRICS Chairmanship in 2026 and to host the 18th BRICS Summit.
Condemnation of illegal sanctions: BRICS countries condemn unilateral sanctions that are against international law and the UN Charter
Global trade: Concerns were raised over unilateral tariff decisions that are against World Trade Organization (WTO) rules. Support was given to a transparent, more inclusive trade system, including non-discriminatory treatment of developing countries.
Solidarity against terrorism: Association of terrorism with any religion, country, civilization or ethnic group was denied. The terrorist attack in Pahalgam, Jammu and Kashmir on 22nd April and the Israeli attack on Iran were strongly condemned. Concrete action was demanded against UN-designated terrorists and terrorist organizations. Zero tolerance against terrorism and rejection of double standards were emphasized.
Big Cats Alliance: India’s ‘International Big Cats Alliance’ initiative, aimed at collaboration for conservation of rare species, especially big cats (e.g. lions, tigers), was welcomed.
New Development Bank (NDB): NDB was praised for its growing role in development and modernization in the Global South. The Bank's support for local currency financing, innovation and sustainable development projects was called for.

Discrimination against the Global South:
PM Modi said that the Global South has been a victim of double standards in issues like development, resource distribution and security.
The interests of the Global South were not given priority, but India always works above its own interests in the interest of humanity.
Expansion and Reformation of BRICS:
The expansion of BRICS and the inclusion of new countries reflects its ability to change over time.
PM Modi stressed the need for reforms in the United Nations Security Council (UNSC), World Trade Organisation (WTO) and New Development Bank.
Tough stand on terrorism:
PM Modi called terrorism the biggest challenge to humanity.
The terrorist attack in Pahalgam, Jammu and Kashmir on 22 April 2025 is an attack on the soul, identity, and dignity of India, which is against the entire humanity.
Demand for strict action against terrorism:
Condemnation of terrorism must be a matter of principle, not a matter of convenience.
There should be no hesitation in banning terrorists. Victims and supporters of terrorism cannot be weighed on the same scale.
Giving tacit support to terrorism for personal or political gain cannot be accepted.
Emphasis on peace and cooperation:
Expressed concern over the conflict and tensions spreading from West Asia to Europe, particularly over the situation in Gaza.
India, the land of Buddha and Gandhi, rejects war and violence. Peace is the only path to the welfare of humanity.
India supports every effort to move the world away from division and conflict and towards dialogue, cooperation, and unity.
India is committed to cooperation and partnership with all friendly countries.
PM Modi will go to Brasilia after Rio
The 17th BRICS Summit is being held in Rio de Janeiro, Brazil. PM Modi attended it on Sunday. He is on a 3-day visit to Brazil.
On Monday, i.e. today evening, he will participate in the BRICS environment related forum. After this, he will also visit the capital Brasilia on a state visit. In Brasilia, PM Modi will hold a bilateral meeting with President Lula da Silva.
The Indian Foreign Ministry said that India and Brazil will sign four agreements today.

In 2008-2009, when the western countries were going through an economic crisis, the economy of the BRICS countries was growing rapidly.
Before the economic crisis, Western countries were controlling 60% to 80% of the world's economy, but during the recession, the economic growth of the BRICS countries showed that they have the potential to grow rapidly and compete with Western countries.
In a meeting held in Yekaterinburg, Russia in 2009, the BRICS countries envisioned a multipolar world, where the economic hold of Western countries is weak and all countries get equal rights.
In 2014, BRICS took a big step and created the New Development Bank, which provides funds for infrastructure. Along with this, a reserve fund was also created so that these countries do not have to depend on the US dollar in times of economic crisis.
Why is the BRICS summit being held in Brazil special
The BRICS Summit 2025 was held in Rio de Janeiro, Brazil under the theme 'Collaboration of the Global South for a Global Order'.
For the first time, 10 member countries are participating in this meeting. Apart from this, 13 partner countries are also participating.
Brazilian President Lula da Silva is trying to present BRICS as an inclusive organization rather than an anti-Western organization. Its purpose is to discuss issues like inclusive development, food security and climate justice.
The focus of BRICS Summit 2025 will be on 3 issues-
First- Digital Infrastructure and Payment System
Second- Rules for Artificial Intelligence (AI)
Third- Trade in local currency in member countries
BRICS is a challenge for western countries
For the past several years, there has been a discussion among the BRICS countries about creating their own payment system on the lines of the SWIFT payment system. However, no consensus has been reached on this yet and no concrete steps have been taken.
In 2023, Brazilian President Lula da Silva said during a summit that the countries of the BRICS organization need to create a new currency for trade. He had raised the question why we are trading in dollars.
The idea of BRICS countries creating their own payment system and currency has always been a matter of concern for Western countries, especially America.
Even before taking oath, US President Donald Trump had warned in December last year that if BRICS countries do this, they will face 100% tariff. Trump had called it a conspiracy to weaken the US dollar.
However, amidst all this, India has made its stand clear. Speaking at a forum in Doha, the capital of Qatar, in December 2024, Jaishankar said that India has no interest in weakening the US dollar.
