CM Dr Manik Saha Announces AI Policy for Tripura

CM Dr Manik Saha on Thursday unveiled an ambitious plan for Tripura to formulate a comprehensive Artificial Intelligence (AI) Policy, with institutional support from the Atal Innovation Mission and NITI Aayog. The proposed policy, he asserted, would be the first of its kind in the country.

The announcement was made during the launch of the State Innovation Mission at the Hapaniya International Exhibition Centre in Agartala, in the presence of Union Minister of State for Science and Technology Jitendra Singh.

Emphasising Agartala’s status as a Smart City, Dr. Saha stated that the government will deploy AI-driven solutions for integrated urban governance, particularly in traffic regulation and city management systems. These technology-enabled interventions are expected to mitigate traffic congestion, streamline parking systems, optimise power and potable water distribution, enhance flood control mechanisms, improve solid and liquid waste management, and modernise property valuation frameworks. Leading technology firms, he noted, have already expressed interest in collaborating to strengthen public service delivery through advanced AI applications.

Highlighting the state’s governance reforms, the Chief Minister observed that Tripura has emerged as the only state in the country where the entire administrative apparatus — from the Cabinet and State Secretariat to the three-tier Village Councils and Gram Panchayats — operates in a fully paperless environment. He underlined that the State Innovation Mission is designed to accelerate administrative and business reforms, deepen digital governance, and promote progressive industrial and start-up policies aimed at generating sustainable economic opportunities and transforming the aspirations of the youth into entrepreneurial ventures.

The initiative forms part of NITI Aayog’s State Support Mission, which seeks to enable states and Union Territories to cultivate robust local innovation ecosystems aligned with their inherent strengths. The Tripura State Innovation Mission, backed by the Atal Innovation Mission, will nurture high-potential start-ups, facilitate the adoption of frontier technologies, and translate innovative concepts into scalable and impact-driven projects.

Dr. Saha further stated that the Tripura Institution for Transformation and the Department of Information Technology have collaborated with the Indian Institute of Management Calcutta, Indian Institute of Technology Delhi, Indian Institute of Management Bangalore, and T-Hub to conceptualise and operationalise the State Innovation Mission and T-NEST.

T-NEST will serve as the operational arm of the Mission, acting as a catalytic bridge between academic institutions and market ecosystems, facilitating investment mobilisation and driving innovation-led impact. It will be integrated with a state-of-the-art incubation and innovation park at the Airtel Data Centre being developed in Chanmari. Additionally, innovation centres will be established across all eight districts of the state and strategically linked to T-NEST to ensure decentralised innovation growth.

Announcing another pioneering initiative, the Chief Minister revealed that Tripura will introduce the country’s first District Innovator Fellowship to empower grassroots innovators. He also disclosed plans to establish a Tripura AI Centre of Excellence with support from the Ministry of Electronics and Information Technology. Furthermore, the government intends to set up a Tripura IT and Data Economic Zone, alongside an IT Park, to strengthen the IT, ITES, and data centre ecosystem in response to the growing demand for software and digital enterprises in the state.

The event was attended by IT and Finance Minister Pranajit Singh Roy, NITI Aayog Vice Chairman Suman Bery, NITI Aayog Member V.K. Saraswat, Chief Secretary J.K. Sinha, Secretary Kiran Gittye, and other senior officials.
