Govt Notifies Census 2027 Houselisting Schedule

The Union government on Wednesday issued a formal notification for the first phase of Census 2027, announcing that houselisting operations will be conducted between April 1 and September 30, 2026.
The extensive exercise will cover all states and Union Territories, with each state or UT allotted a specific 30-day window within the six-month period. In addition, citizens will have the option of self-enumeration for 15 days prior to the commencement of the houselisting phase in their respective areas.
According to a gazette notification issued by Registrar General of India (RGI) Mrityunjay Kumar Narayan, the houselisting operations of Census 2027 will be carried out across the country for 30 days in each state and UT during the notified period. The notification also confirmed that self-enumeration will be conducted during the 15 days preceding the door-to-door survey.
The 16th Census of India, which has been delayed and will include caste enumeration, was announced last year. The census will be conducted in two phases and is expected to be completed by March 1, 2027.
During the first phase, enumerators will visit households to collect information on housing conditions, assets, and basic amenities, while also mapping each structure for population counting. The second phase, known as Population Enumeration (PE), will begin on February 1, 2027, and will gather demographic, socio-economic, and cultural details of every individual.
Earlier, the RGI directed all states and UTs to appoint census functionaries—including principal census officers, district census officers, and special charge officers—by January 15 and register them on the census portal. States were also instructed to identify enumerators and supervisors in advance, with one enumerator assigned to cover 700–800 people and one supervisor overseeing six enumerators. A 10% reserve workforce has also been mandated to address contingencies.
In December, the Union Cabinet approved ₹11,718 crore for Census 2027. Union Minister Ashwini Vaishnaw said the exercise would be India’s first fully digital census, enabling faster data availability nationwide. He added that around 18,600 technical personnel would be deployed at local levels for nearly 550 days to complete the census operations.
