Meghalaya to Table Reservation Policy Report in Budget Session

Meghalaya Chief Minister Conrad K. Sangma on January 16 announced that the long-awaited report on the state’s reservation policy will be presented in the Assembly during the upcoming Budget session, proposed to be held from February 16 to 27.

The report, prepared by an expert committee, proposes significant revisions to Meghalaya’s existing reservation framework, which has been in place since 1972. The updated policy focuses on ensuring fair representation in government jobs by accounting for demographic changes and economic factors.

Under the proposed framework, 80% of government job seats will be reserved for Scheduled Tribes (STs). Of this, 40% will be allocated each to the Khasi–Jaintia and Garo communities. The policy also includes reserved quotas for other STs and Scheduled Castes (SCs), along with provisions for unreserved (open) categories.

The committee has also examined the issue of representation for local candidates in district-level posts, while maintaining a high level of reservation for tribal populations across the state.

Speaking to reporters after Cabinet discussions, Sangma said the government felt it was appropriate to table the report during the Budget session. “Based on the proposal to hold the Budget session from mid-February, the Cabinet has decided that it will be most appropriate to place the report of the expert committee during the session,” he said.

The Chief Minister added that the proposed session dates have been sent to the Governor for approval. “Once the Governor approves and issues the order, it will be formalised,” he noted.

While specific details of the committee’s recommendations have not yet been made public, the government confirmed that the report will be presented in the Assembly following established legislative procedures once the session begins.
