Most Homes Unlivable at Leimaram After 2.7-Year Displacement

Seven houses have been completely flattened and most others rendered largely uninhabitable at the Leimaram Waroiching resettlement site in Manipur’s Bishnupur district, according to a report submitted to the Deputy Commissioner. The site is home to families who recently returned after nearly 2.7 years of displacement following the ethnic violence of May 2023.
The findings, based on a survey conducted by the Coordinating Committee on Manipur Integrity (COCOMI), reveal that prolonged abandonment and exposure to harsh weather have left most houses requiring 70–80% renovation or full-scale reconstruction. The report warns that existing rehabilitation assistance is inadequate even for basic repairs.
Sanitation has emerged as a serious concern, with many houses lacking functional toilets, posing significant health and hygiene risks for returning families. COCOMI has called for urgent construction of toilet facilities as a priority measure.
The organisation has also flagged issues with current security arrangements. Strict entry checks at the village entrance, including photographing of visitors, have reportedly caused delays and hardship for residents and aid workers. COCOMI has suggested relocating security deployment to the buffer zones between Kuki and Meitei settlements to ensure safety without inconveniencing civilians.
