Political Stir In Manipur: Biren Singh Writes Letter To Governor. Mentioned Law Is Being Tampered

The controversy over the administrative system of hill areas in Manipur seems to be deepening once again. 

Former Chief Minister of the state N Biren Singh has made a big allegation and said that deliberate changes have been made in the rules of governance of hill areas published by the Manipur Assembly. 

He said that due to this change, new villages are being declared illegally and new village Mukhiyas or Pramukhs are being appointed by bypassing tradition and law.

The former chief minister wrote a letter to Governor Ajay Kumar Bhalla on Wednesday and expressed serious concern over the issue. 

He claimed that there is a big difference between the original notification passed by Parliament and published in the Gazette of the Government of India and the version published in the Manipur Legislative Assembly rules. 

Singh said that this change can have very serious consequences from the administrative and political point of view.

What did N Biren Singh say in the letter? 


N Biren Singh explained in detail in the letter that the Gazette notification of the Government of India reads 'Appointment of succession of the Mukhiya or Pradhan', while in the rules published by the Manipur 
Assembly, it was changed to 'Appointment or succession of the Mukhiya or Pradhan'. According to him, by removing the word 'of' and adding 'and', the entire interpretation of the provision has changed. This has now opened the way for direct appointment of the new Mukhiya or Pramukh instead of traditional succession.
