Presidential Assent for Mizoram Bill

On July 8, 2025, the Centre, via Home Minister Amit Shah, officially assured Mizoram’s Chief Minister Lalduhoma of swift action to secure the President’s approval for the Mizoram (Maintenance of Household Registers) Bill, 2019. Passed by the Assembly in March 2019, the Bill aims to identify “foreigners” and genuine residents in the state. It was earlier referred to the President by the then-Governor due to its foreign-identification provisions  .

 Key Discussion Points from the Meeting

1. Bill’s Urgency

The Bill, six years in the making, is now expected to receive presidential assent soon, following the Centre’s commitment  .

2. Border & Influx Concerns

Mizoram shares borders with Myanmar (~28 km) and Bangladesh.

The state currently shelters around 40,000 refugees from Myanmar and Bangladesh, a major factor pushing for the Bill’s enactment  .

3. Other Central Assurances

Transfer of Lengpui Airport to AAI.

Infrastructure projects including ‘Bana‑kaih’ Handholding Scheme, Thenzawl Peace City, and security upgrades (e.g., CISF deployment) at the airport  .


What Happens Next?

Union Cabinet will review the Lengpui Airport transfer.

Finance Ministry will be engaged to support state development projects.

Parliament session in the near future is expected to revisit the Bill and facilitate its progress.


Historical Context

The Bill passed the Assembly on March 18, 2019, under then-CM Zoramthanga. It has since been pending:

Governor referred it to the Centre due to sensitive provisions.

Historical efforts include appeals to PM Modi in 2020, aiming to use it for strengthening law and order and checking illegal migration  .

The bill is a tool to manage identification of foreign residents amid refugee influx.
