Saha Inaugurates Exhibition on India’s New Criminal Codes

Tripura Chief Minister Dr. Manik Saha highlighted the importance of rigorous monitoring and proper implementation of new criminal laws during the inaugural ceremony of the state’s first exhibition on these reforms. The event was held at the Hapania International Fairground on Wednesday.

The exhibition showcased three recently enacted landmark legislations—Indian Justice Code (IJC) 2023, Indian Citizen Protection Code (ICPC) 2023, and Indian Evidence Rights (IER) 2023—which collectively aim to overhaul the colonial-era judicial framework, ensuring a more citizen-friendly, transparent, and efficient criminal justice system.

Addressing attendees, Dr. Saha emphasized that passing laws alone is insufficient without effective enforcement. “The most crucial aspect of these reforms is a strong monitoring mechanism,” he stated.

The new laws also introduce significant reforms:

Witness protection measures to address long-standing vulnerabilities in the justice system.

Alternative sentencing for minor offenses, replacing imprisonment with community service.

Faster and more streamlined judicial procedures across investigation and trial stages.


Highlighting Tripura’s leading role in deregulating outdated laws, Dr. Saha noted that the state has simplified several English-era statutes, setting a precedent for other regions.

However, the Chief Minister acknowledged that real-world implementation remains the key challenge. He stressed the need for comprehensive training of court and police personnel, inter-departmental coordination, and public awareness to ensure the correct application of these laws.

The exhibition, which will run until September 14, seeks to familiarize citizens, legal professionals, and administrators with the new criminal laws and their practical implications, underlining Tripura’s commitment to legal reform and justice system modernization.
