Second Phase of Voter List Revision in 12 States From November 4

The Election Commission of India (ECI) will launch the second phase of the Special Intensive Revision (SIR) of electoral rolls across 12 states and Union Territories from November 4, Chief Election Commissioner Gyanesh Kumar announced on Monday.
The exercise will cover the Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.
Among these, Tamil Nadu, Puducherry, Kerala, and West Bengal are slated for assembly elections in 2026. Kumar clarified that Assam’s revision will be announced separately.
Addressing a press conference in New Delhi, Kumar said, “Today we are here regarding the rollout of the second phase of the Special Intensive Revision. I extend my greetings to the voters of Bihar and bow before the 7.5 crore voters who took part in a successful SIR.”
The enumeration process will begin on November 4, the draft rolls will be published on December 9, and the final electoral rolls will be released on February 7, 2026.
Referring to the first phase in Bihar, Kumar said it covered over 90,000 polling booths and concluded successfully without a single appeal, adding that Bihar’s voter participation set a “benchmark for other states.”
