Secret US–Russia Meeting Sparks Washington Uproar

A secret meeting between American and Russian representatives to explore a possible deal to end the Ukraine war has triggered strong reactions in Washington. According to a Reuters report, even several senior officials in the US State Department and the National Security Council were reportedly unaware of the meeting, which took place in October in Miami, Florida.
The meeting was attended by former Trump administration special envoy Steve Witkoff, Jared Kushner—former adviser and son-in-law of Donald Trump—and Kirill Dmitriev, head of the Russian sovereign wealth fund RDIF. Dmitriev, who has been under US sanctions since 2022, was granted special permission to travel to the United States. He is considered close to Russian President Vladimir Putin and has previously been involved in negotiations with the US over the Ukraine conflict.
Trump’s 28-Point Peace Plan
This Miami meeting produced a 28-point proposal outlining terms for a possible ceasefire. Under the reported plan:

Ukraine would be required to give up around 20% of its territory, including the eastern Donbas region, to Russia.

Ukraine would be allowed to maintain an army capped at 600,000 troops.

Ukraine would not be allowed to join NATO, and NATO forces would not be permitted to remain stationed on Ukrainian soil.

If Russia accepted the deal, all Western sanctions would be lifted, and approximately ₹2,000 crore worth of frozen Russian assets in Europe would be unfrozen.
European Leaders Respond
Reacting to the reports, British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz reiterated on Friday that their nations would continue to stand firmly with Ukraine.
The secret diplomacy has raised political questions in Washington as the Biden administration and NATO remain committed to fully supporting Ukraine’s defense rather than pushing Kyiv to concede territory.
