TRIPURA Declared Full Literate State. 3rd After Mizoram, Goa

Chief Minister Professor Dr Manik Saha today declared Tripura as a fully literate state. 

Tripura has achieved the status of a fully literate state today through the successful implementation of the Ullas-Nava Bharat Literacy Program. 

The Chief Minister made this announcement in a colorful function organized by the State Literacy Mission Authority of the School Education Department on this occasion at Rabindra Shatabarshiki Bhawan in Agartala today. 

The Chief Minister said that today is a historic moment for the state. After Mizoram and Goa, Tripura has become the third state in the country to be awarded the status of fully literate. Before that, Ladakh as a Union Territory had achieved this success. This success is undoubtedly a matter of great pride for the state and will be marked as a milestone. It is being observed today through the vision of Prime Minister Narendra Modi of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Pryas. 

The Chief Minister thanked the volunteers, teachers and students who worked tirelessly to make this campaign a success in the Ullas-Nava Bharat Literacy Programme aimed at making illiterate citizens of the age of 15 years and above literate in the state. Everyone has made this great sacrifice a success by working selflessly for the society without any remuneration or interest. Each of them is our literacy soldier. 

He also thanked the Union Ministry of Education for its cooperation in this regard.

The Chief Minister said that this campaign is not an ordinary project, it is a social movement. According to the 1861 census, the literacy rate in Tripura was 2024 percent. In 1991, it was 60.44 percent. In 2001, it reached 7319 percent and in 2011, it reached 87.22 percent. As a result of the effective efforts of the Ullas-Nav Bharat Literacy Program launched on August 1, 2022, the literacy rate stood at 93.7 percent as per the Periodic Labor Force Survey of the financial year 2023-24. This increased to 15.6 percent in the financial year 2024-25. The Chief Minister said that the Foundation Literacy and Numeracy Assessment Test (SLNAT) has been conducted in the state thrice. In this, 3,558/1 out of 5,597 candidates who participated in the F.LNAT exam for the first time on March 17, 2024, passed. In December 2024, 19,179 candidates participated in the exam. Out of whom 13,101 passed and out of 5,816 who participated in the F. LNAT exam on March 23, 2025, 5,819 passed.

In this program the Chief Minister said that literacy is very important in Prime Minister Narendra Modi's vision of building a developed India by 2047. He said that on July 21, 2023, the Ullas-1 logo, Jan Jan Sakshar slogan and mobile app were officially launched in Delhi on the third anniversary of the new National Education Policy-2020. 

The Chief Minister also mentioned in detail about the main 5 components of the Udvas Karmansayu. She said that through Rajo Ullas, 943 social consciousness centers have been established in every block and village. There are 2,228 volunteer teachers for teaching. A large part of them are singers, college students and retired teachers. 

The Chief Minister said that our aim is not to stop here. Literacy is the key to opening the door to a new life. We want our newly literate citizens to be skilled, self-reliant. Today is the beginning of a new journey. This will be written in Tripura's history. 

Referring to the projects undertaken by the government to develop the skills of the citizens of the state, the Chief Minister said that this great initiative should be made successful by involving other departments besides the Department of Education.

Special Secretary, Education Department, Raval Hemendra Kumar, Director (Adult Education), Union Ministry of Education, Preeti Meena also spoke on the occasion. N. C. Shami, Director, Raja Project, Secondary and Basic Education and Total Education, delivered the welcome address. Lalnuemi Varlong, Director, SCERT, was also present. 

A video on the Ullas New Literacy Programme was displayed on the occasion. 

The Chief Minister and the guests unveiled the cover of the booklet named 'Ullas'. The new literates also performed plays and dances. The best learners among the new literates of various districts were felicitated on the occasion. Among the stalls displayed at the venue, Uttar district was awarded as the first, second and third and the best district in terms of excellence in literacy.
