Tripura Hosts Key NITI Aayog Dialogue on State Transformation

In a significant stride toward deepening cooperative federalism and accelerating outcome-oriented governance, NITI Aayog, in partnership with the Tripura Institution for Transformation (TIFT), Government of Tripura, convened the 3rd Regional Dialogue under the State Support Mission (SSM) in Agartala on Tuesday. The dialogue brought together senior policymakers and officials from 14 Eastern and North-Eastern States and Union Territories, reinforcing inter-State collaboration around institutional reform and long-term development planning.

This regional dialogue forms part of an ongoing series under the Central Sector Scheme on State Support Mission, designed to institutionalise structured engagement between NITI Aayog and States/UTs through their respective State Institutions for Transformation (SITs). The platform enabled participating States and UTs to exchange experiences, share reform pathways, and draw actionable lessons, while aligning sub-national development trajectories with the national vision of Viksit Bharat @2047.
The inaugural session was graced by Tripura Chief Minister Prof. (Dr.) Manik Saha, alongside Chief Secretary Shri Jitendra Kumar Sinha. Also present were Shri Raj Shekhar Joshi, Vice Chairperson of SETU Aayog, Uttarakhand; Shri Rohit Kumar, Additional Secretary and Programme Director (States), NITI Aayog (participating virtually); Shri Kiran Gitte, Chief Executive Officer, TIFT; and Shri K.S. Rejimon, Joint Secretary and Mission Director (SSM), NITI Aayog.
Building on the outcomes of the earlier dialogues held in Dehradun (June 2025) and Pune (September 2025), the Agartala dialogue underscored a shared recognition among States that State Institutions for Transformation are emerging as pivotal engines of reform implementation, strategic coordination, and inter-State knowledge exchange. Participants stressed the imperative of consolidating early institutional gains while enhancing the operational maturity and analytical capacity of SITs.
Deliberations commenced with a comprehensive presentation on “NITI for States: Advancing Cooperative Federalism”, outlining the architecture of the State Support Mission and its flagship initiatives. These included the NITI for States digital platform, conceived to institutionalise cross-learning, and the Viksit Bharat Strategy Room, aimed at embedding data-driven decision-making within State governance systems.
A dedicated session on the Role of SITs in Achieving State and National Goals examined the evolution of SITs into multi-disciplinary, forward-looking institutions transcending conventional planning mandates.

Discussions focused on long-term visioning, evidence-based policy design, outcome-centric governance, and the deployment of robust monitoring and evaluation frameworks. Emphasis was placed on KPI-led performance tracking, enhanced inter-departmental convergence, institutional accountability, and sustained capacity building to enable vision-led governance.
The dialogue further explored Global Partnerships for Regional Transformation, highlighting the catalytic role of development partners in complementing governmental efforts. The session deliberated on strategic institutional partnerships, targeted technical assistance—particularly in supply chain evaluation and development—innovative financing models, and structured global knowledge exchange to foster inclusive growth across the Eastern and North-Eastern regions.
Another key session, State Vision @2047: Crafting Blueprints for Viksit Rajya, underscored the necessity of dynamic, data-driven State visions anchored in clearly articulated goals, sectoral roadmaps, and multi-tiered stakeholder consultations. States shared leading practices demonstrating how measurable targets, adaptive strategies, and robust feedback loops can significantly accelerate progress toward long-term development objectives.
The regional dialogue concluded with an open and forward-looking discussion on the future trajectory of the State Support Mission, reaffirming the collective commitment to strengthening State Institutions for Transformation as enduring pillars of India’s sub-national growth and reform ecosystem.
