Trump–Modi Rapport Intact as Frictions Test Partnership

The United States and India are experiencing a period of diplomatic turbulence, with mixed signals from Washington creating what officials describe as a “hot and cold” dynamic in the relationship.
A senior State Department official acknowledged “turbulence” in ties but maintained that relations remain “on a positive trajectory,” despite President Donald Trump’s repeated public expressions of frustration.
“The President is not shy about when he is frustrated with countries. You’ll see it on Truth Social. This is one of the most transparent administrations in history,” the official said. At the same time, he emphasised that India continues to be seen as “a good friend and partner of the future.”
High-level engagement
The importance of the partnership has been underscored by frequent meetings. Secretary of State Marco Rubio’s first official engagement was with the Quad grouping of the US, India, Japan and Australia, followed by bilateral talks with External Affairs Minister S. Jaishankar. Prime Minister Narendra Modi was also among the first foreign leaders to visit the White House after Trump’s inauguration.
Trade and energy differences
Tensions have been aggravated by Washington’s additional tariffs on Indian goods and its pressure on New Delhi to reduce imports of Russian oil. The issue of energy purchases featured in Jaishankar’s talks with Rubio in New York on September 22 during the United Nations General Assembly. “The Russian oil issue was absolutely discussed, as it is in every single engagement,” the official confirmed.
Despite the policy differences, the personal rapport between Trump and Modi remains intact. Their phone conversation on Modi’s 75th birthday was described by officials as “incredibly positive.” The administration is also preparing to nominate Trump’s close aide Sergio Gor as ambassador to New Delhi, highlighting the priority attached to the relationship.
Future outlook
More meetings between the two leaders are expected, and a Quad Summit involving the US, India, Japan and Australia is being planned for later this year or early 2026.
While current disputes reflect the complexities of the partnership, both Washington and New Delhi appear determined to deepen cooperation, with officials on both sides emphasising that the strategic relationship is too important to be derailed.
